Promotion obligations

I have an idea to increase productivity ad lower the amount of people not wanting to do work. The specific divisions should fulfill a number of tasks before a promotion. Standard Rank's would need to stay in the front desks for 30min, every 30min will equal them a promotion or if the recruit x amount of people. HQ Security Officer can earn them by correctly working security. This includes asking for promoter/trainer, letting the right personal into the HQ, and letting recruits into the training room. Along with that promotions every 30min. Training Instructor can receive promotions for recruiting x amount of users as well as the other two division's obligations. I feel like this will keep users from pushing their responsibilities aside and going AFK when work is needed to be done.
